The Executive (senior management) team of the CDF leads the implementation of the CDF Strategic Plan 2006-2016, making new strides in Galapagos conservation. These highly qualified and experienced professionals head up the five programs upon which this strategy is built. They work closely with the Board and General Assembly to achieve CDF’s Vision.

Graham Watkins, Ph.D. Executive Director A Guyanese born British citizen, Dr. Watkins has spent most of his life in tropical South America, mainly in Ecuador and Guyana. Prior to joining the Foundation in 2005, Dr. Watkins was director general of the Iwokrama International Center for Rain Forest Conservation and Development in Guyana from 2003 to 2005, and senior wildlife biologist with the center from 1998 to 2003. His professional portfolio includes more than 20 years of experience in ecological research, collaborative wildlife and fisheries management, and enterprise development in aquaculture, fisheries and tourism. Dr. Watkins holds an undergraduate degree in Zoology from St. Catherine’s College, Oxford in the UK and a Ph.D. in Ecology and Evolution from the University of Pennsylvania, USA. His Ph.D. studies were carried out on the Ecuadorian coast and he worked as a guide in the Galapagos Island in the late 1980s.

Felipe Cruz Director of Technical Assistance Galapagos native Felipe Cruz is the leader of the new team that provides advice and supports building of insitutional and individual capacities for conservation and sustainable development. Most recently Mr. Cruz was the technical director for Project Isabela, a joint project with the Galapagos National Park aimed at the ecological restoration of Northern Isabela. His previous professional experience includes several years as a naturalist guide in Galapagos. From 1991 to 1992, he worked with the Galapagos National Park as head of protection and later as deputy director (1993 to 1994). Mr. Cruz has represented the Galapagos National Park on the UNESCO World Heritage Committee on several occasions, and the CDF in many international forums. Currently, he is a member of the CDF General Assembly and a member of the WildAid Foundation’s board of directors.

Ximena Pacheco, M.B.A. Director of Administration and Finance Ximena Pacheco spent the last 17 years of her career working for World Vision International in Ecuador. Ms. Pacheco is an expert in Finance and Administration, and also has extensive experience in Human Resources, processes of organizational development, Microfinance and strategic planning leadership. For several years she was a member and president of the Microenteprise Development Fund, dedicated to microfinances in Ecuador. Ms. Pacheco has facilitated training workshops on leadership, strategic planning human resources, and was also a facilitator of a Master’s Program at the Evangelical University of the Americas for Strategic Planning and Change Management. Ms. Pacheco has an MBA from Eastern University of Pennsylvania, USA.

Timothy H. Silcott Director of Information and Development Timothy Silcott, a donor development and communications specialist, has worked in the non-profit sector for nearly 20 years. Most recently, he has been a fundraising and communications consultant. Prior to a long term contract in Guyana with Iwokrama International Centre for Rain Forest Conservation and Development, Mr. Silcott worked for health science and service organizations in Washington, DC, Maryland and Ohio. His employers included University of Maryland Medical System, American Red Cross Blood Services, and the American Heart Association, for which he was the regional vice president for the Baltimore (Maryland) Region. Mr Silcott earned a BA in International Studies with concentrations in economics and languages from The Ohio State University.
